On July 17, 2026, DHS published a final rule that reshapes how international students and exchange visitors are managed at U.S. institutions. It replaces Duration of Status with a fixed period of admission for F, J, and I nonimmigrants, caps F-1 stays at four years, cuts the post-completion grace period from 60 days to 30, and moves extension authority out of your office and into a USCIS queue.

It takes effect September 15, 2026. Most institutions' current systems are not ready for it.
